The United States was the first to make specific provisions on labour issues in NAALC, the supplementary agreement to NAFTA, forming the first generation of high-standard FTA models. CPTPP makes specific provisions on the contents of labour clauses in a single chapter, which can be regarded as a model of the second-generation high-standard FTA.
